Night Fishing ban?

I have been fishing this big lake forever it seems, and I always have to ask. When does the night ban go off?

Night Ban: No one may fish for any species or possess fishing
gear on the lake from 10 p.m.-6 a.m. starting at 10 p.m. on May 17 and ending at 12:01a.m. on June 14.

confuseYeah, Sunday night we have to be off the lake at 10, go in for two hours and then we can come back out to fish at 12:01................ Geniuses!

I would have to guess that the thought is after most people come in for 2 Hrs. most will not go back out till morning. Who really knows the reason???
